Well I think you hardly ever do when you are actively looking for it. Some women can come across as desperate. Men also can have that world weary, jaded vibe about them as if they feel they can never trust anyone. My advice is to make friends first, do not think any relationship will make your life better and NEVER stay in a relationship which makes you feel less confident or cherished.
It might not hurt for the OP to say something - maybe it's just a misudnerstanding? Maybe the guy isn't really interested in your friend. Or maybe he is - but you'll never know unless you say something.
